penalty driving with no license

i was wondering my friend got pulled over for speeding 41 in a 25 because he was following his brother 2 streets over form his house to bring his brothers wife her truck. he did not have a license because his parents turned it in when he lost his job and could no longer afford car insurance. he got 2 tickets one for speeding and the other for driving with no license. he is 17 what is the minimum penalty and the maximum penalty for this??
